Do you need a customs broker or a freight forwarder in Dubai?
Choose a customs broker when your cargo is already booked and you only need it cleared through Dubai Customs. Choose a freight forwarder when the cargo still has to be collected, booked and moved. Most importers need both jobs done. If you are unsure, send us the details and we will quote both.
When to choose a customs broker
A broker alone is enough when somebody else has already arranged the freight and the goods only need to be declared and released.
- Your supplier ships on CIF terms and the cargo is already on its way to Jebel Ali
- Your forwarder overseas booked the freight but has no clearing team in Dubai
- You are moving goods from a free zone into the mainland
- Dubai Customs has held your cargo and somebody has to answer the query
- Your goods need a permit that must be in place when the declaration is filed
When to choose a freight forwarder
You need a forwarder when the cargo has not moved yet and the freight is yours to arrange.
- You buy on EXW or FOB terms, so booking the freight is your job
- The cargo has to be collected from a supplier in another country
- You need space booked in a shared container, a full container or on a flight
- You want the goods delivered to your warehouse after release
- You ship regularly and want one contact for every leg
Who files the customs declaration in Dubai?
Dubai Customs says a declaration can be submitted by the importer or exporter, by an authorised representative, or by a customs broker. A broker is a firm that Dubai Customs has licensed to prepare, sign and submit declarations for other companies. The broker answers for the accuracy of the details it declares.
Your company still has to be registered. You register with Dubai Customs through the Dubai Trade portal with a valid trade licence and receive a business code. The broker then needs your papers before the cargo arrives.

- Bill of lading or airway bill
- Certificate of origin
- Permit, if the goods are restricted
Can a freight forwarder clear customs?
Only when it also holds a customs broker licence from Dubai Customs. Forwarding and clearing are separate jobs. A forwarder with no licence of its own hands the declaration to a broker, which puts a second company on your file. Ask any forwarder who files the declaration and under whose licence.
It helps when one company does both. The same people book the cargo and declare it, so the two sets of papers match.
