What is a certificate of origin?
A certificate of origin is an official document that states where goods were made. Dubai Chamber of Commerce issues it for goods exported or re exported from Dubai.
Customs in the destination country uses it to set the duty on the goods. Many buyers and banks also ask for it before they accept a shipment.
Who can apply for a certificate of origin in Dubai?
Members of Dubai Chamber of Commerce can apply. The application is made online through the Dubai Chambers services portal or its mobile app.
Companies licensed in another emirate apply to the chamber of commerce in that emirate.
Documents you need
The commercial invoice is the main document. Dubai Chamber asks for more papers in some cases and can request others if it needs them.
How to get a certificate of origin, step by step
The four steps are all online.
- Log in to the Dubai Chambers services portal, or create an account
- Submit the application with the required documents
- Dubai Chamber reviews the request, within two hours when all the requirements are met
- Pay the Dubai Chamber fee and download the certificate
Other certificates you may need
Dubai Chamber also issues a Generalised System of Preferences certificate of origin. It can reduce the duty on goods exported from Dubai to eligible countries.
How to avoid delays
- Check that the invoice matches the packing list and the bill of lading
- State the country of origin for every line on the invoice
- Apply before the cargo leaves so the certificate travels with the shipping papers
